An example would be the Mercenary Guild, one of the top forces in the Legendary continent. One of its roles was to act as a middleman, encouraging professionals to be mercenaries.
The Mercenary Guild would provide the person who published the mission with a solo mercenary or mercenary teams based on what type of mission it was.
However, regardless of whether it was a solo mercenary or a large-scale mercenary team, they weren’t counted as a major force.
They were mainly required for wars, which meant endless fighting and killing.
That was why their development potential was limited. No matter how strong they were, they could never become a formidable force.
