Q: Why so much foreshadowing on the first arc?
A: For the beginning time of this book, foreshadowing is absolutely needed. Basically in all American fiction, there are no stories concerning what happened in the 18 years between 1990 to 2008, most fiction began from Iron man's node.
Why does this happen? Because regardless of it being DC or Marvel, there are rarely any stories regarding this timeline in the movies. So to write what happened in these 18 years requires one to fantasize a whole new prequel to the American Comic-book World.
This is extremely hard to do. But with the theatrical release of <Captain Marvel>, the timeline in the MCU rewinds to 1995, pulling the beginning of the movie 13 years backwards. (The author probably forgot about The First Avenger, maybe he didn't, who knows?)
One cannot use too much of the story from the comics, that would make many readers unfamiliar to the story. So one could only find the little details from the movie and put them into Arc 1, trying to complete a whole story about what happened between 1989 and 2008.
Q: Why add Harry Potter?
A: Because one needs to fill the story between 1991 to 2008, and the widely known Harry Potter is best to fill that gap.
Secondly, Harry Potter's special story line made it that it could become Merlin's first source of power. Merlin must have enough power to protect himself before 1994. Everyone knows how powerful some of the characters are in Captain Marvel, so a rookie agent can't survive if he rushes into that story recklessly.
So Harry Potter's story will be a special side quest that over arcs the main story line. So just think of it as a normal side story.
Q: Who are the experts from Midnight Summer's Dream?
TL: They're from a different story, maybe I'll translate them, maybe I won't cuz this story is long enough.
Their dice game occurs every few Arcs, which means the results of their throws won't affect Merlin entirely, only on special occasions.
