In all of Kanto, there are only around 300 Elite trainers who are registered under the Alliance. So it is relatively unlikely for Alex to meet an Elite trainer in this large forest. Although the actual number is probably higher because not every Elite trainer is registered under Alliance. Even then, there should not be more than 500 Elite trainers in all of Kanto.
Although the number of 500 sounds large, it is not enough considering the total number of trainers.
There are more than 10,000 trainers who are officially registered. But according to Alex, this number is bound to be a lot bigger in reality. An Elite trainer is more likely to register with Alliance rather than a normal trainer who does not get any benefits. That's why that this number is so low.

The calm look and the scar on his cheek made him look like a very experienced Pokémon trainer.
The man had 4 Pokéballs on his Pokébelt.
Usually, trainers only have their 'Main Pokémon' on a Pokébelt, so that they can react quickly in any situation. Most Elite trainers only have between 3 or 4 main Pokémon that they actively train and give valuable items. Only the very strong Elite Trainers or Rich Trainers can afford to train more Pokémon.
The main reason is that it is usually better and more efficient to have 3 Silver Pokémon than 6 Bronze Pokémon. Although it is possible to buy 6 Silver Pokémon, it is too costly for a trainer. Especially when you consider that you still have to spend money on food, TMs, items, and training equipment for each Pokémon.
There are even Elite Trainers who only have 1 or 2 well-trained exceptionally strong Pokémon.
