It was the fourth meeting in a row with a severe lack of stress, and Vault 81 Overseer Gwen McNamara was starting to get used to the casual atmosphere. There was no threat of the vault caving in over their heads any time soon, new food varieties had been introduced to liven up the palate, medical stocks had been replenished and even improved upon, and much-needed upgrades were being conducted for the vault’s defenses.
There was no squabbling for resources, no haggling for priorities, no dissatisfaction from reallocating manpower.
All because she did the right call in opening the vault up and welcoming that mysterious character Sev.
Even his initial detractors held a grudging respect and gratitude for the young man. After all, it’s hard to find fault in someone who had practically solved every problem the vault faced and maintained a generous partnership.
Providing temporary care and education to a score of children? Katy was more than happy to learn from the wastelanders as she taught them and would’ve volunteered freely for the chance, and it wasn’t like they didn’t have the capacity to accommodate them.
Joint hydroponics research? Curie had helped Dr Penske in several breakthroughs that would allow for faster plant maturity, and a more stable and rad-free harvest. That Sev would have access to the same was a non-issue.

Gwen sighed. “While Sev seems to be a reasonable person, insulting him or his charges like that still makes things difficult for future dealings. We’ll have to make sure such stupid talk either doesn’t pop up again, or they at least keep it to themselves.”
Priscilla snorted once more. “To say the least. Everyone knows he’s very close with those sisters, and we know how different things on the surface can be.”
“Perhaps we can cut off any potential slip-ups by informing him ourselves.” Jacob offered. “We’ll have to carefully word it, of course.”
Gwen sighed, already imagining how she’d have to bend the words. She’d have to find an alternative to ‘rapist’, ‘slaves’ and ‘child predator’ at the very least...

The rumors were getting more solid, more consistent as more sources were corroborated. It didn’t make it any more believable, but Desdemona couldn’t refute the evidence. Some kid was out in the Commonwealth in a working tank, killing raiders and freeing slaves. This ‘Sev’ character had inadvertently helped free one of the Railroad's agents, who was at the moment the only source of reliable information to verify the rumors.
It was basically a boy and his sidekick wrecking an entire raider’s camp after showing off an impressive haul of laser weapons, and then healed the rescued captives in a manner Carrington said was impossible. Still though, there had to be something in those ‘healing arches’ other than a gimmick. The agent reported they had lost a hand from being captured and watched it fully regenerate in seconds under the arches.
And then there’s news of how Sev set up base near Vault 81, conjuring a building supposedly overnight for those slaves he rescued. Regardless of how it was done, it was clear that he was armed with highly advanced technology, and was wielding it with far less violence than she imagine an empowered kid would.
There were talks on sending out feelers to see where he stood on their cause. At worst, the Railroad would have another powerful entity to avoid, but they could also gain a powerful ally with the tech and resources to potentially stall and challenge the Institute.
After several more discussions, Desdemona sent a message to Deacon.

It is now safe to assume that the watchers did not glitch, and indeed Questor and his group were able to gain either access to a molecular relay system, or a stealth suite that is far beyond what we are currently able to detect.
Other visuals from the watchers were also confirmed; the tank they used as transport and left has been somehow retrieved, and Questor now has a collection of children taken from a slaver encampment as well as a settlement. It’s safe to assume the latter’s relationship with the former was found out, leading to Questor gaining new dependants.
Regarding Vault 81’s relationship with Questor, Cricket could not get further details other than the fact that it is grateful to Questor for various unspecified reasons. Grateful enough to provide schooling for the children in his stable, it should be noted. It is safe to assume relations between Questor and the vault is more than just friendly. How this impacts us remains to be seen, but plans to disrupt such a relationship should be at least discussed.
How Questor built his trade post is also still a mystery. Buildings don’t grow overnight, especially with the amount of improvements it has.
An additional observation was made by Cricket: All of Questor’s possessions, including those furnishing his trade post, are new, with no signs of use or the wasteland’s usual wear on them. Either he has access to a pre-war cache of goods, or is able to manufacture them. Both options would explain the existence of the trade post, but not why he has set up next to Vault 81.
Until we discover Questor’s motivations, I suggest we not antagonize him unnecessarily. The trade post he has set up is of no strategic value to us at this time. Furthermore, it is better to permanently scrap any digital or hard copies on acquisition of Fairy or Pixie, in case our runaway problems somehow find them and somehow run into Questor later on to relay the information to him. The idea still has some merit, but should remain only within verbal discussions until more solid plans are formed.
Suggest to increase resources to further investigate Questor, or at least exert some influence to make him more amenable to us.
While the assumption that he is predisposed to younger and more vulnerable females is plausible, it is better not to work on that angle due to the high likelihood of it backfiring on us.
The assumption that he is truly trying to carve out his own little kingdom of freed slaves is also plausible, and critical failure from working on this perspective is far less likely.
